  State information commissioner not effective. The respondent party (Punjab Police) did not care about the institution. They didn't bring the information SIC ordered them to bring in. SIC was in a hurry to close the case, but when i protested, he adjourned the case and ordered PP to bring the information sought by next hearing, which is scheduled after 2.5 months. Let's see, what happens then, though i am not so optimistic. Political leaders should not be the SICs.
